Job Description and Duties

Franchise Tax Board's Enterprise Procedures & Training Unit within the Enterprise Talent Development Section is looking for a knowledgeable and dynamic individual to join the Enterprise Procedures Team.

This individual will be responsible for assisting in the development and maintenance of the Enterprise Procedures Manual for the enterprise. This effort involves monitoring system changes, analyzing upcoming changes to determine Enterprise Procedures impacts, providing input while integrating Enterprise Procedures updates with local procedures, negotiating shared processes and procedures, and facilitating collaborative efforts to ensure enterprise and local procedures do not conflict. This individual will also build upon their knowledge of the Enterprise as they collaborate with various groups within the enterprise to ensure the most effective products are released. This individual will assist in promoting an environment and atmosphere of teamwork, collaboration and cooperation consistent with the department's values among various staff across the department.

Working Conditions

  • This position is eligible for limited remote-working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of four days per week for all positions including those that are eligible for telework.

  • Ability to analyze personal income tax and business entity accounts, including knowledge and working experience using Taxpayer Folder (TPF), Case Management (CM), Return Analysis (RA), Notifications, Taxpayer Information (TI), Business Entity Tax System (BETS), Accounts Receivable Collection System (ARCS), Professional Audit Support System (PASS), and Integrated Nonfiler Compliance (INC)
  • Strong knowledge of departmental policies, principles, practices, and procedures
  • Strong knowledge of Enterprise Procedures Manual (EPM), the update process, and how local business area procedures interact with EPM
  • Excellent written and verbal communication skills
  • Ability to communicate in a clear and concise manner to obtain understanding and gain buy in
  • Project management experience
  • Experience developing and communicating detailed procedures for large audiences
  • Ability to evaluate system and process updates to determine business process impacts
  • Familiar with applying department writing and accessibility standards
  • Ability to foster cooperative working relationships
  • Ability to remain flexible with competing priorities and effectively prioritize competing demands
  • Proficient with MS Office programs like Word, Excel, Sharepoint, and Forms
  • Familiar with enterprise software like RoboHelp, Adobe Captivate, MS Project, and/or Team Foundation Software (TFS)
