The Work You Will Do:

This position is located within the Division of Regulation, Director’s Office. The Government Operations Consultant I position is responsible for handling the purchasing duties for the Division of Regulation. The purchase duties include preparing purchase requisitions in MyFloridaMarketPlace, and processing P-Card transactions for purchases. Overseeing the Fleet Operations including purchasing and disposing vehicles, authorizing repairs, processing accident reports, and maintaining the WEX system. Preparing and processing Contracts for various services and commodities.

 

Your Specific Responsibilities:

Duties include but are not limited to:

• Incumbent provides administrative assistance to the Division and Regional Offices with purchasing matters on an as needed basis including planning and coordinating the activities of buyers, purchasing officers, and related workers involved in purchasing materials, products, and services. Maintains records of all purchases and monitors for timely receipt of goods and payment to vendors using MFMP. Provides information and documents to the division’s budget liaison as needed. Assists in the fiscal year-end closeout procedures for the division relating to accounting and purchasing.
• Conducts independent analysis of existing contracts as needed and makes specific recommendations for the development and preparation of new contracts. Provides input on the impact to the budget processing of new/existing contracts. Reviews a variety of complex documents required by statute, rule and departmental policy and coordinates the integration of these documents to produce a statutorily compliant contract for final execution. Identifies problems with a contract and/or a contract file and notifies the respective contract manager. If applicable, provides appropriate procedures to correct the problem. Tracks all contracts during the review and approval process. Ensures retention and accurate filing of all updates and revisions to maintain complete and current contract files. Performs final review of all executed contracts and notifies contract manager with approval to pay invoices by flagging the Contract Administration System (CAS) or other method. Enters all pertinent contract actions into MyFloridaMarketPlace (MFMP). 
• Serves as the Purchasing Card (P-Card) Liaison for the Division. Provides training and guidance to staff on allowable purchases. Ensures the Division complies with all P-Card procedures.
• Responsible for leasing copiers and postage meter rentals and invoicing for the division and for maintenance agreements and repairs as needed.
• Manages the division's fleet of vehicles to include purchasing, accident reporting and surplus inventory. Maintains vehicle records and monthly reviews of Equipment Management Information System information, which consists of making changes and deletions. Maintains Sunpass transponder accounts and Wright Express fleet card accounts for the Division of Regulation.
• Performs other duties as needed.

 

Knowledge, Skills, and Abilities:

• Knowledge of and ability to interpret and apply applicable Florida Statutes, laws, policies, and procedures.
• Ability to conduct fact finding research.
• Ability to communicate effectively orally and in writing. 
• Ability to plan, organize and coordinate work assignments. 
• Ability to maintain strict confidentiality. Ability to perform effectively under fluctuating workload conditions.
• Proficient in the use of technology required to perform duties, which includes but is not limited to, computer software and data systems (including copiers, printers, and fax machines).
• General knowledge of DBPR Policies & Procedures and purchasing practices.
• Skill in prioritizing assignments, ability to work independently, perform repetitive work, enter data accurately.

 

Minimum Requirements : 

• High School diploma or GED equivalent, and one year of professional experience in state purchasing, contract administration, procurement, and/or fleet management.
• A valid Florida Driver’s License is required.

 

Preferred :

• Experience with the principles and practices relating to State of Florida purchasing and the ability to interpret and apply statutes, rules, policies, and procedures relating to purchasing.
• Florida Certified Contract Manager (FCCM) certification or ability to obtain it within one year of employment.
• Minimum of one (1) year of experience working in MyFloridaMarketPlace (MFMP) and Ariba on Demand program.
• Experience with P-Card purchases and processing charges in WORKS.
• Knowledge of Fleet operations, including purchasing/disposal of vehicles, updating the WEX system, recording accident reports, and monitoring transponder balances.
• Proficient with Microsoft Office programs, including Outlook, Word, and Excel.
